Social rental housing is subject to occupancy restrictions. This creates an obligation for the person entitled to dispose of the subsidized rental housing to only allocate it to people who meet certain requirements.
In special cases, there may be sufficient reasons to release the tied housing (a single apartment or a number of apartments) from all ties and instead create equivalent ties to other housing of the person entitled to dispose of the property. For this purpose, an application for release from the occupancy commitments must be submitted. In contrast to an exemption, the release from the ties is permanent.

Prerequisites
The competent authority may release the person entitled to dispose from the occupancy obligations if
- this serves to create or maintain socially stable resident structures or is required for other overriding public interests and
- the person entitled to dispose of other residential property grants commitments of the same overall value for the period after the release from the commitments.
