The Prevention and Networking department plays a central role in supporting children, young people and families by developing and expanding preventative measures and support networks to ensure healthy development and respond appropriately to challenges at different stages of life.

The area consists of:
- Youth welfare in criminal proceedings supports young people and adolescents between the ages of 14 and 21 who have come into conflict with the law. The educational specialists provide information about the rights of the young person, the course of the criminal proceedings and the possible consequences. Social and educational aspects are incorporated into the proceedings with the aim of preventing further offenses and supporting the young person in their personal development.
- As part of the overall responsibility of the youth welfare office, the district youth welfare office is responsible for the planning and development of the framework conditions and for the promotion of youth work in the city and district. District youth workers work to optimize the planning, promotion and development of child and youth work infrastructures.
- The specialist department for family support focuses on the successful coexistence of families and supports this, for example, through the family mentor project and the coordination of family support centers. The specialist department is the link between district policy and the local actors in family education, strengthens volunteer work and supports providers in the implementation of services for families.
- The coordination of "social work at schools" (JaS and school social work) advises schools, local authorities and youth welfare organizations on new applications for youth social work (JaS) and acts as a link to the government of Upper Bavaria. It promotes dialog between all parties involved, ensures compliance with legal requirements and supports political bodies with technical expertise in decision-making processes.
- The "KoKi - Early Childhood" network offers specialist advice, information and support for families during pregnancy and the early childhood phase (up to the age of 3). It assists parents with questions relating to the development, support and upbringing of their child and offers special support services. Another task of KoKi is to establish, maintain, further develop and coordinate an interdisciplinary network of services and professional groups involved with families aged 0-3 years.
- Educational child and youth protection promotes the responsible handling of risks by young people through information and education. Regulatory protection includes legal measures that protect children and young people from harmful influences and dangers. Both aspects work together to ensure the well-being of the younger generation and promote their healthy development.
