If you operate a system that does not require a permit and uses solvents above the threshold values in Annex I of the 31st BImSchV, you must notify the responsible immission control authority in advance of any significant changes.
The notification requirement applies to all installations that do not require a permit and are operated with a solvent consumption above the threshold values in Annex I of the 31st BImSchV.
One significant change is each:
- Change that may have a significant negative impact on human health or the environment as assessed by the competent authority
- Change in the nominal capacity, which for systems
- of points 1.1, 1.3, 9.2 or 11.1 of Annex I with a solvent consumption of 25 t/a or less,
- of points 4.1 to 4.5, 8.1, 9.1, 10.1, 10.2, 12.1 or 14.1 of Annex I with a solvent consumption of 15 t/a or less,
- of points 2.1, 5.1, 7.2, 13.1 or 15.1 of Annex I with a solvent consumption of 10 t/a or less,
- of points 16.1 to 16.4 of Annex I with a solvent consumption of 500 t/a or less
leads to an increase in emissions of volatile organic compounds of more than 25 percent.
Change in rated capacity that leads to an increase in emissions of volatile organic compounds of more than 10 percent.

You are planning a significant change to a system operated by you with a solvent consumption above the threshold values according to Annex I of the 31st BImSchV.
