Childcare; applying for funding for children in daycare facilities and in daycare centers
Brief description
The costs of childcare can be paid in full or in part or waived if the parents or the parent are financially unable to pay.
Description
Children are educated, raised and cared for during the day in daycare facilities . Daycare facilities are either aimed primarily at a specific age group or they offer an extended age mix. Facilities that predominantly accept children from one age group are Crèches (0-3 years), kindergartens (3-6 years) and day nurseries (6-14 years). Mixed-age facilities are, for example, homes for children whose services are aimed at children of different age groups (0-14 years). There are also special forms, e.g. day care centers in conjunction with schools and curative day care centers for educational assistance, day care homes.
Child day care is the most family-like form of child day care for toddlers, but also for kindergarten and school children, where individual needs can be taken into account particularly well. Care is provided by a permanent caregiver (day carer) in their home, in the home of the child's parents or in other suitable rooms.
If parents cannot afford the fees (or the parental contribution) of a child day care facility/child day care, the communal lunch or a vacation activity due to their financial circumstances, these can be covered in full or in part by the youth welfare office on application under certain conditions.
The parent with whom the child lives may take the place of the parents.

Prerequisites
Whether the costs are covered in full or subsidized proportionately depends on your income.
However, the costs can always be covered if parents or child:
- Benefits from the Jobcenter to secure your livelihood (SGB II benefits),
- Benefits according to the 3rd or 4th chapter of SGB XII (assistance for living expenses and basic security in old age and in the event of reduced earning capacity),
- Benefits in accordance with §§ 2 and 3 of the Asylum Seekers Benefits Act,
- Child supplement according to § 6a of the Federal Child Benefit Act or
- receive housing benefit in accordance with the Housing Benefit Act (WoGG).
Deadlines
The application must be submitted before your child is admitted to the day-care center, the day-care facility or when registering for a vacation program, or as soon as the requirements for acceptance are met.
Required documents
Enclose the following documents with the application:
- Proof of your net income for the last 12 months and/or
- current notification of the granting of unemployment benefit II (Hartz IV) and/or
- Proof of other income (e.g. child supplement, unemployment benefit, sickness benefit, parental benefit, maintenance payments, BAföG, vocational training allowance, pension, rental and leasing income, etc.).
- Proof of the amount of your basic rent and a detailed breakdown of operating costs (rental certificate completed by the landlord or a copy of your rental agreement) or
- Proof of the amount of charges for your own home (e.g. debt interest, property tax, chimney sweeping fees, sewerage/sewage fees, waste disposal fees, building insurance) or
- current notification from the housing benefit office regarding housing benefit or housing allowance
- Proof of insurance premiums, if applicable - the documents must show the amount of the insurance premium and the payment method (monthly, ¼yearly, ½yearly or annually) and the type of insurance (household contents, accident, personal liability, disability, occupational disability, additional private health insurance)
- Proof of contributions to a Riester pension, if applicable
- If applicable, proof of existing installment payment obligations - the documents must show the reason for the installment payment (e.g. car or furniture purchase, renovation costs, rent arrears), the monthly installment amount and the term of the installment payment obligation
- If applicable, evidence of other financial burdens (e.g. travel costs to work, expenses for work equipment, contributions to professional associations, maintenance payments)
Special information for - District of Bad Tölz WolfratshausenIf you as a parent(s) or your child(ren) receive at least one of the following social benefits, please submit proof of benefit receipt to the Office for Youth and Family Affairs:
- Citizen's allowance from the job center (benefits to secure your livelihood according to SGB II)
- Social assistance from the social welfare administration (assistance for living expenses or basic security according to SGB XII)
- Benefits in accordance with §§ 2 and 3 of the Asylum Seekers' Benefits Act (AsylbLG)
- Child supplement according to § 6a of the Federal Child Benefit Act (BKGG) from the Family Benefits Office
- Housing benefit according to the Housing Benefit Act (WoGG)
If you receive one of the above-mentioned benefits and submit the corresponding proof, the fees for attending the daycare center will be paid by the Office for Youth and Family without further examination (for the duration of the social benefit receipt, but no longer than August 31 of the respective kindergarten/school year).
If you do not receive any of the above-mentioned social benefits, please submit the following documents so that a calculation of reasonableness can be carried out on the basis of your income situation:
- Current and complete proof of income (payslips for the last 3 months, pension, BAföG, vocational training allowance, sickness benefit, proof of investment income, alimony, rental income, etc.).
- for self-employed persons: Income tax assessment notices and balance sheets (or profit and loss accounts) for the last three years
- Proof of accommodation costs (e.g. rental agreement or, in the case of residential property: credit/loan agreements and proof of ancillary costs)
- Proof of financial charges (e.g. insurance premiums (private health, accident, private liability, household contents, fire, water damage, glass breakage and death benefit insurance), contributions to a private pension plan, car financing)
In the case of day care, there is also the option of paying the maximum parental contribution without checking the financial circumstances. Here, only the application form is sufficient without further documents.

Procedure
A corresponding application must be submitted to the youth welfare office in good time before assistance begins.
Daycare center: The application must be completed in full and signed and confirmed by the daycare center. If the costs are covered, the contribution will be transferred to the daycare center's account.
Child day care: The youth welfare office approves the funding (care allowance) for the day carer and determines the amount of the parents' contribution to the costs. This parental contribution is to be paid by the parents to the youth welfare office.
Notes
If your financial circumstances change during the period of cost coverage or subsidization, the Youth Welfare Office must be informed immediately. A recalculation will then be made. Incorrect or incomplete information or failure to notify the Youth Welfare Office of changes may result in the wrongly received benefits being reclaimed.
