County roads; road construction

The administrative districts and independent municipalities build and maintain the district roads within their area. The administrative districts can transfer the administration of the district roads (with the exception of local thoroughfares in municipalities with more than 25,000 inhabitants) to the state building authorities in accordance with Art. 59 BayStrWG.
