If you wish to use subsidized housing yourself, leave it unrented for longer than three months or use it for purposes other than housing, you will require a permit. Prerequisites
Approval for owner-occupation will be granted if you meet the income limits for the issue of a residence entitlement certificate.
Leaving the apartment empty for longer than three months is approved if it is not possible to rent it out and the purpose of the subsidy cannot be achieved in any other way.
Permission to use the living space for purposes other than residential purposes can only be granted if there is an overriding public or private legitimate interest; the competent authority decides at its own discretion. It may demand appropriate monetary compensation or the granting of commitments with an overall equivalent value to other living space.
