Objectives of equality policy - Tasks of the equality body
The diverse tasks of equal opportunities offices are defined by the Bavarian Equal Opportunities Act (BayGlG).
According to Art. 2 BayGlG, the Equal Opportunities Officer promotes the realization of equality between women and men in the public sector.
The objectives of the equality policy are
- Increasing the proportion of women in areas where they are still underrepresented
- Ensuring equal opportunities for women and men
- Promoting the compatibility of family and career
- Equal participation of women and men in committees
- In accordance with Art. 20 BayGlG, a municipal equal opportunities officer also works towards equality between women and men in the family, at work and in society within the scope of the district's responsibilities and financial capacity.
In particular, the Equal Opportunities Officer can act in an advisory capacity, make suggestions, develop initiatives, carry out or support publicity measures and equality-related projects and cooperate with women's associations and organizations.
Legal mandate - background of the equality body
From today's perspective, it is hard to imagine that women in Germany only gained the right to vote in 1918 after a long struggle. Women's suffrage was an important step on the road to legal equality between women and men.
In 1949, equal rights were enshrined in the Basic Law. Article 3 (2) states that "men and women shall have equal rights". In 1994, Article 3 of the Basic Law was supplemented by a further addition: "The state shall promote the effective implementation of equal rights for women and men and shall work towards the elimination of existing disadvantages".
The Bavarian Constitution regulates the equal rights of women and men in Art. 118 Para. 2 "Men and women shall in principle have the same civic rights and duties".
Equality laws have now been passed in all federal states. These regulate the tasks of equal opportunities and women's representatives in a binding manner.
The Bavarian Equal Opportunities Act came into force on 01.07.1996 and was amended on 30.06.2006 and extended indefinitely.
The district of Bad Tölz-Wolfratshausen set up an equal opportunities office on August 1, 1990, six years before the Bavarian Equal Opportunities Act came into force.

Women's Fridays 2026
In 2026, Women’s Fridays will once again offer an opportunity to pause, gain new inspiration, and explore issues that matter to women in their everyday lives.
Between work, family, caregiving, and our own expectations, there’s often little time left for ourselves. At the same time, important questions arise: How can we strike a balance between the different areas of our lives? How can women take good care of themselves and their future? And what changes over the course of a lifetime? “Women’s Fridays” address these and other topics, offering knowledge, discussion, and inspiration—specifically by and for women.
The Public Health Department, the Office for Gender Equality, and the District Education Center are looking forward to a diverse new edition of “Women’s Fridays 2026” featuring interesting events, which can continue thanks to funding from the Bavarian State Ministry of Health, Care, and Prevention.

Together against domestic violence
Round table "Together against domestic violence" - A strong network for protection, help and prevention
Domestic violence is a serious social problem that can affect people of all ages, genders and backgrounds. Those affected are often under great psychological and physical pressure - making it all the more important that they receive fast and effective support.
The round table "Together against domestic violence" in Bad Tölz-Wolfratshausen brings together specialist agencies, authorities, advice centers, the police, the judiciary and independent organizations with a common goal: To recognize violence, counteract it and effectively help those affected.
Our goals
- Networking and cooperation between all relevant stakeholders in the district
- Improving the support system for those affected
- Raising public awareness of the issue of domestic violence
- Prevention and education to recognize and prevent violence at an early stage

- Youth and social welfare offices

- Women's shelters and advice centers
- Schools and daycare centers
- Healthcare facilities
- Judicial authorities
- Independent welfare organizations
Our stance
Violence has no place in our society. The Round Table stands for a clear stance: any form of violence is unacceptable - be it physical, psychological, sexualized or economic. Together, we are committed to respectful, equal and non-violent coexistence.
