Driving license authority

The driving license authority will be happy to make an appointment for you. You can arrange this online.

  • Driver's license exchange

    In future, driving licenses are to be forgery-proof and standardized throughout the EU (EU Directive 2006/126/EC). The aim is also to record driving licenses in a database. This is intended to prevent misuse.

    Due to the high number of exchanges, there may be delays. We ask for your understanding.

  • Driver qualification certificate

    Proof of professional driver qualification is provided by issuing a driver qualification certificate. The driving license authority will check your documents and order the card to be issued by the Bundesdruckerei.

    If a driver applies for the driver qualification certificate (FQN), the following documents are required:

    • Official proof of the date and place of birth (e.g. identity card)
    • Biometric passport photo
    • Valid driver's license (with any proof of qualification issued to date)
    • Official proof of normal residence (e.g. identity card)
    • Proof of admissibility of employment for non-EU citizens, if applicable
    • Legally required proof of training or further education measures to be credited in accordance with the
    • respective legal regulation (ADR license or certificate of competence)
    • If not yet recorded electronically, proof of the modules according to BKrFQV

    Costs incurred for the driver qualification certificate:

    • KBA fee 5.00 Euro
    • Examination of an application for the issue of an FQN 15.80 Euro
    • Examination of an application for the issue of an FQN in the event of loss or theft 20.20 euros
    • Issuing an FQN - direct shipping within Germany 11.70 Euro
    • Issuing an FQN - direct shipment to EU member states 12.80 Euro
    • Issue of an FQN - express delivery 17.10 Euro
    • Examination of an application for recognition of other completed special training and further education measures 7.00 euros
