Seminar Permit for Advanced Seminars for Beginner Drivers (ASF)

If you are a driving instructor and wish to conduct advanced training seminars for novice drivers, you will need a seminar permit (ASF seminar permit).

The training program for ASF seminar leaders consists of a basic course focusing on an introduction to facilitation techniques, followed by a program-specific course covering the content and objectives of an advanced seminar for novice drivers (ASF).
The basic course applies equally to both ASF and FES and, accordingly, need only be taken once. For the subsequent advanced seminar, both driving school owners and driving instructors must hold a seminar license in accordance with § 45 of the Driving Instructor Act (FahrlG).

The seminar permit may only be used in conjunction with a driving school permit or as part of an employment relationship with a driving school where the owner or responsible manager of the training facility also holds a seminar permit.

Every two years, you must attend a continuing education course in accordance with Section 45(1) of the FahrlG. You must participate in a one-day course consisting of at least 8 instructional units of 45 minutes each, during which you will learn about the content and methods of conducting seminars.

Seminar Authorization for Advanced Seminars for the Traffic Education Component of the Driver Fitness Seminar (FES)

If you are a driving instructor and wish to conduct advanced seminars for the traffic education component of the Driver Aptitude Seminar (FES), you will need a seminar permit (FES Traffic Education Seminar Permit).

The FES training program for seminar instructors, designed to reduce the number of points on a driver’s license at the Federal Motor Transport Authority in Flensburg, consists of a basic course, an advanced course, an observation period, and the independent implementation of a traffic education component of the driver aptitude seminar.

The basic course applies equally to ASF and FES and, accordingly, needs to be taken only once. The advanced course is structured around the content of the traffic education component of the driver aptitude seminar.

The seminar permit may only be used in conjunction with a driving school permit or as part of an employment relationship with a driving school where the owner or responsible manager of the training facility also holds a seminar permit.

Every two years, you must participate in a one-day continuing education course consisting of at least 8 class periods of 45 minutes each, during which you will learn about the content and methods of conducting seminars.

You can apply for a seminar permit if

• You must hold at least a driving instructor's license for Classes A and BE,
• have provided full-time theoretical and practical instruction to student drivers for three of the past five years,
• have no more than two points on their driver's record,
• have successfully completed an orientation course within the last two years, which consists of a four-day basic course and a four-day program-specific course on conducting the advanced seminar in accordance with Section 2a, paragraph 2, sentence 1, item 1 of the Road Traffic Act.
• an employment relationship with a driving school exists. The owner or the person in charge of the training facility must also hold a license to conduct advanced training seminars.

• Proof that you have provided full-time theoretical and practical instruction to student drivers for at least three years within the last five years (A written statement from your employer(s) must be submitted.)
• Extended Certificate of Good Conduct for the licensing authority pursuant to § 30a BZRG (must not be more than 3 months old at the time of application; see Applications)
• For ASF seminar authorization: A certificate from an agency recognized by the competent highest state authority stating that you have participated in an orientation course within the two years prior to submitting your application, consisting of a
  • four-day introductory course
  • four-day program-specific course on administering the ASF
• For an FES seminar permit: A certificate from an agency recognized by the competent highest state authority stating that you have participated in an orientation course within the two years prior to submitting your application, consisting of:
  • four-day introductory course in traffic education
  • four-day course on developing the content for the FES's traffic education component
  • Observation of a complete traffic education sub-module offered by the FES
  • Independent implementation of a complete traffic education component of the FES program, supervised by the course directors
