Brief description
A private expert in water management (PSW) confirms the proper construction of a small wastewater treatment plant to the responsible authority on behalf of a building owner.
Description
Before a small wastewater treatment plant (WWTP) goes into operation, a building inspection must be carried out after completion in accordance with water legislation. For this purpose, the client commissions a private expert in water management (PSW). As part of an on-site inspection, the PSW confirms to the responsible authority that the small wastewater treatment plant has been constructed in accordance with the water law permit. If there are any deviations between the installed and the approved small wastewater treatment plant, these are determined by the PSW on site and described in the construction acceptance report.
Prerequisites
The commissioned private expert must be recognized by the Bavarian State Office for the Environment for the "Small sewage treatment plants and wastewater collection pits" area of recognition in accordance with the Ordinance on Private Experts in Water Management (see "Further links").
Deadlines
The building acceptance report must be drawn up:
- after completion (including proof of tightness)
- before the system is put into operation

Procedure
The building acceptance report should be prepared digitally by a recognized private expert in water management (PSW) and sent to the responsible authority online.
- The online procedure may only be used by a recognized private expert in water management (PSW). The recognition number must be stated.
- The PSW must confirm that it has been commissioned by the client.
- Upon dispatch, a data record is transmitted electronically to the competent authority for further processing in its own municipal software programs.
- A pdf file can also be generated and sent by the system.
- The authority then informally completes the construction acceptance according to water law without informing the PSW or operator.
- The PSW saves the contents transmitted via the online procedure as a summary (protocol as a file in pdf format) in its project file for documentation purposes. It also sends this file to the operator for its records in the operating log.
Processing time
There is neither a statutory processing deadline nor a formal requirement for completion of the construction acceptance by the authority. The authority will take action if the PSW identifies and describes deviations between the installed and the planned or approved small wastewater treatment plant.
