Student housing; application for funding

Purpose

The purpose of the grant is to create and maintain accommodation for students at state and state-recognized universities.

Object

The objects of the funding - including the initial furnishing - are:

• the construction, expansion, and initial acquisition of housing for students,
• the renovation of student housing and measures for comprehensive energy-efficiency upgrades,
• the acquisition and conversion of buildings that have not previously been used for residential purposes into student housing.

Beneficiary

The recipient of the grant is the landowner, the heritable building right holder or the purchaser. Beneficiaries can be legal entities under public law, private law or natural persons.

Eligible costs

The total costs (including the costs for the initial furnishing) are eligible.

Type and height

The funding is granted as a credit/loan.

The type of grant is a project grant.

The funding is provided in the form of a non-performing building loan.

It currently amounts to up to 45,000 euros per residential unit with a 25-year occupancy commitment and up to 75,000 euros per residential unit with a 40-year occupancy commitment.For parent-child apartments or wheelchair-accessible rooms, the subsidy amount may be increased by up to 20,000 euros in each case. A capital reduction is granted for each full calendar year during which the living space is used for its intended purpose.

When determining the grant amount, a deduction is made in proportion to the extent to which the construction costs of the project fall short of comparable new construction costs.

There is no legal entitlement to the funding applied for.

Service is currently not offered.

The prerequisite for funding is an urgent, non-temporary need for state-subsidized housing for students at the respective university location. Housing for students is only subsidized on properties that are conveniently located to the university.

Occupancy commitment

During the 25- or 40-year occupancy commitment period, subsidized dormitory rooms may only be occupied by students in need. Foreign students must be given appropriate consideration. Up to 20 percent of the dormitory rooms may be occupied by apprentices.

Exclusion criteria:

Grants for project funding may only be approved for projects that have not yet been started.

There are no fixed deadlines for this funding.

The application for funding must be submitted to the district administrative authority with local jurisdiction over the construction project. This authority reviews the documents for completeness and compliance with building codes and forwards the application (in a single copy) to the approving agency, the Bavarian State Ministry of Housing, Construction, and Transportation. Funds are disbursed in installments based on construction progress, and applications for these disbursements must be submitted to the district administrative authority.

Payments are generally made in four installments:

- 30 percent in the second calendar year following the issuance of the grant approval notice and after the completion of the basement ceiling; or, for buildings without a basement, after the completion of the foundation slab; or, in the case of a building modification or expansion, after the construction site has been set up and work has begun (1st installment),

- 25 percent in the third calendar year following the issuance of the grant approval notice, after completion of the structural work, including roofing, or, in the case of a building modification or expansion, after completion of the plumbing and interior plastering (2nd installment),

- 25 percent in the fourth calendar year following the issuance of the approval notice and after the property is ready for occupancy (3rd installment), and

- 20 percent in the fifth calendar year following the issuance of the approval notice

and upon full completion and occupancy of the units in accordance with their intended use.

Applications for the disbursement and payment of installments may be submitted no earlier than April 1 of the respective calendar year.

(Early start of measures: Once the funding measure has been scheduled by the Bavarian State Ministry of Housing, Construction, and Transportation and the other requirements have been met—in particular, preliminary planning discussions, a statement regarding compliance with building codes, and an agreed-upon draft application—it is possible to proceed.)
