Numerous animals can transmit pathogens and thus impair or even endanger the health of humans and animals. If pests are detected and there is a justified risk that they will spread pathogens, the competent authority must order the necessary measures to control pests.

The prerequisite for ordering the necessary measures to combat health pests are
1. detection of health pests and
2. determination that there is a justified risk that pathogens will be spread through them.
Control includes measures against the occurrence, reproduction and spread as well as the destruction of pests. In the event that citizens discover health pests, it is recommended that they notify the health authorities.
