Brief description
If you have lost a registration document or it has been stolen, you must apply for a registration certificate Part I or II to be issued.
Description
If your registration certificate Part I (vehicle registration document) or Part II (vehicle registration document) is lost or stolen, you will need new registration certificates Part I or II to replace it.
If the registration certificate Part II is lost, the registration certificate Part I must also be reissued.

If the registration certificate Part I is lost:
Inspection report or entry in the vehicle registration document regarding valid main inspection (not required for vehicles that have been taken out of service), for commercial vehicles: proof of safety inspection- Note: The licensing authorities can now access this information electronically in most cases.

Police confirmation of the theft report - At the request of the licensing authority: Affidavit in lieu of an oath (submitted to the licensing authority)

Procedure
As the owner of the vehicle, you must submit the application for the new registration certificate to the registration authority responsible for your license plate. You can also authorize a representative with your written power of attorney to submit the application. However, if an affirmation in lieu of an oath is required, you must appear in person.
If a registration certificate part II (vehicle registration document) is lost, the registration authority usually requires a declaration in lieu of an oath.

The loss of a registration certificate part II or a vehicle registration document is reported to the Federal Motor Transport Authority by the registration authority and published in the Verkehrsblatt. You can only pick up the new registration documents after the expiry of the deadline. The registration authority can provide you with information on the expected processing time.
Notes
Have you found the registration document you thought you had lost after the replacement document was issued? Then you must return the old document to the registration authority as soon as possible.
Processing time
The new registration certificate part II (vehicle registration document) may only be issued and handed over or sent by registered mail after the expiry of the so-called tendering period at the Federal Motor Transport Authority in Flensburg. The procedure takes four to six weeks, depending on the publication of the notices.
