Communication with the district administration office
There are various ways in which you can contact the departments at the District Office:
Telephone and fax
You will find the telephone and fax number of your responsible contact person printed in the correspondence or under the relevant service.
e-mail
- For communication by e-mail, the conditions set out in the privacy policy and the information on electronic objection apply. Formal letters (with signature) can only be submitted with a qualified electronic signature. Non-formal letters (without signature, inquiries, requests) can be sent via known e-mail addresses. These can be found in the services.
Please note the following information:- Maximum attachment 10 MB
- Attachments preferably in pdf format
- Office file formats of the current versions without macros
- Please ask whether your attachments are legible
- Signatures only as inline signature
- Please check your inbox/spam folder for error messages and notifications
- Avoid advertising in the signature, as this could trigger SPAM protection. This also applies to logos
- Check your own system regularly for viruses
- If you do not know the exact e-mail address, you can use the address poststelle@lra-toelz.de. In this case, it must be made clear in the subject line that the email is to be forwarded: "Message for xy in subject area z"
- Provision of large amounts of data or documents in cloud services
For security reasons, we cannot access third-party cloud systems. We use our own cloud system. - Electronic transfer of large amounts of data / documents
Your contact partner creates a release link for this and sends it by e-mail. You will receive the corresponding password over the phone. - Can the office reply to every e-mail? - No, if we have to send personal data unencrypted, we will write a letter.

Electronic invoicing to the Bad Tölz - Wolfratshausen district office

Secure contact form in the BayernPortal
The "Secure contact form" is a central online service of the BayernPortal that enables secure communication with Bavarian authorities using a written form. It offers citizens the opportunity to send an encrypted message to the Bad Tölz-Wolfratshausen District Office (e.g. to ask a question, request information or send a file) after registering with their BayernID.
Some of the departments and subject areas have their own secure contact forms. These can be found in the online services by searching for "contact form".
Good to know: When creating BundID or BayernID, the use of an ID card with an activated ID function, i.e. usually an ID card, is recommended for authentication. Alternatives are an electronic residence permit or an ID card for EU/EEA citizens. This allows you to achieve the "high" level of trust required for various applications and appeals.
Special electronic mailbox for public authorities (beBPo)
The special electronic mailbox for public authorities is used for communication between public authorities, courts, notaries, tax consultants, lawyers, citizens and organizations and the district administration office.
The special electronic public authority mailbox (beBPo) is our access to the electronic communication infrastructure for the encrypted transmission of documents and files between authenticated participants in approved procedures for the use of the beBPo.
Lawyers contact us via beA, notaries use beN, tax advisors use beSt, citizens and organizations use eBO and courts use EGVP. Since 2024, BundID users have been able to create a My Judicial Mailbox and use it for this communication channel.
The Bad Tölz-Wolfratshausen District Office has several special public authority mailboxes that are assigned to departments, subject areas and institutions.

Special technical requirements apply to documents to be drawn up, signed or signed in writing in the area of electronic legal transactions. These are defined in the Electronic Legal Transactions Ordinance (ERVV) and on the federal and state justice portal(www.justiz.de).
Online forms
The use of our online forms requires registration with BayernID, BundID or Elster company account (My UK) for some services.
Even if form applications do not require a written form, it makes sense to use a digital identity with a "high" level of trust, as only in this case can we write back to your BundID, BayernID or My UK secure mailbox.
After submitting an online form, you can usually download a pdf printout of the data you have entered. Here you will also receive your reference ID for further inquiries.
Good to know: When creating BundID or BayernID, it is recommended that you use your ID card, an electronic residence permit or the ID card for EU/EEA citizens with an activated online ID for authentication. This allows you to achieve the "high" level of trust.
Bavaria-PKI
For encrypted communication, the Bad Tölz-Wolfratshausen District Office uses certificates from the Bavarian Administration PKI (Bayern-PKI, https://www.pki.bayern.de/vpki/index.html). E-mail addresses that are equipped with a Bayern-PKI certificate can be found in the LDAP directory of the Bayern-PKI. The central inbox poststelle@lra-toelz.de also has a Bayern-PKI certificate.
Qualified electronic signature
If an application or declaration must be made "in writing", you can also send it to the District Office in electronic form. One of the options is to provide the respective document with a qualified electronic signature and send it as an e-mail. The prerequisite for this is that you have a qualified certificate for electronic signatures. You can find more information on qualified electronic signatures at Bundesnetzagentur - Vertrauensdienste.
Please note that a scanned signature does not meet the requirements for a qualified electronic signature.
The Bad Tölz-Wolfratshausen District Office accepts qualified electronic signatures and seals that are based on a qualified certificate from an EU member state. Qualified signed documents are currently only accepted in file format (*.pdf). The qualified electronic signature must be integrated into the PDF document (PDF-inline).
Even if a qualified electronic signature is used, the e-mail is transmitted unencrypted. The following additional options are available for applications and declarations to be submitted in writing, which also ensure encryption:
- Online procedures that involve identification with an ID card, an electronic residence permit (eAT) or an Elster certificate
- Electronic legal transactions
- Secure contact form
Electronic filing of appeals
Appeals against notices from the Bad Tölz-Wolfratshausen District Office can be lodged electronically, provided that written appeals are permitted in the information on legal remedies.
According to Art. 16 sentence 1 BayDiG, every public authority is obliged to provide access for the transmission of digital documents and documents that replace the written form within the meaning of Art. 3a para. 2 BayVwVfG.
The Bad Tölz-Wolfratshausen District Office provides the following options for the electronic submission of appeals in lieu of written form:
1. "Secure contact form" (with Bayern-ID)
In the Bayernportal you will find the "Secure contact form", which you can use to contact us in encrypted form after registering (Bayern-ID with ID card).
2. qualified electronic signature
According to Art. 3a Para. 2 Sentences 2 and 3 BayVwVfG, an electronic document with a qualified electronic signature is also sufficient to replace the written form electronically. Signing with a pseudonym that does not allow the authority to directly identify the person of the signature key holder is not permitted.

Only signatures from accredited certification service providers are accepted. The signature must be included in the PDF document ("inline signature").
Please note that a qualified electronic signature does not encrypt the content of your message or attachments. To send us a signed document in encrypted form, we recommend that you use the secure contact form.Declaration on qualified electronic signatures:
The transmitted documents must be provided with a qualified electronic signature within the meaning of the Signature Act in order to be legally binding in the same way as a signed paper document. A signature device for qualified electronic signatures (signature card and card reader) must be used for this purpose. The signature card (smart card) is issued by various trust centers. Information on electronic signatures can be found at the Federal Network Agency.Alternatively, you can use the services of an authorized provider for remote signatures.
3. special electronic mailbox for public authorities
The Bad Tölz-Wolfratshausen District Office can also be contacted via several special electronic government mailboxes (beBPo for short).

Appeal against the fine notice
